Services District Names Min Director of Finance and Administration

RANCHO MURIETA, CA (MPG) - The Rancho Murieta Community Services District announced at its Aug. 20 board meeting that Cecilia Min has been hired as the permanent director of Finance and Administration.

Min first came to the district in May through the Robert Half employment agency to serve on an interim basis. During that time, she worked on the district’s overdue audits and began the process of updating its financial systems.

Board President John Merchant said he has been impressed with Min’s work and welcomed her appointment. 

“I have to just preface this by the fact that we’ve been working together fairly closely for, I don’t know, the last three or four weeks and I’m really excited, number one, that she’s agreed to come on board with us, and number two, that we get to do some more work together, because it has really been a great experience,” Merchant said. “And this is a very, very talented person. ... And I am really happy that she’s here. So thank you and welcome.”

Min’s appointment makes permanent a role that draws on more than two decades of professional experience. Over the past 20 years, Min has cultivated a career in external audit, consulting and strategic leadership. Her work has spanned a variety of industries, including government, healthcare, nonprofits, real estate, private equity-owned companies, education, and even restaurants and supermarkets. She said this range of experience has given her a perspective that helps her understand the financial needs of organizations at many different stages.

Min holds a master’s degree in accounting information systems from Florida International University and is a certified public accountant. In recent years, she has stepped into leadership roles that focus on streamlining financial operations, creating board-level reporting and developing performance measures that have helped organizations meet their goals.

“Over time, I have found that my drive lies in being able to transform organizations and their finances, turning financial data into strong strategic insight,” Min said. “As a result, organizations that I have worked with financially have been able to resolve accounting material weaknesses and improve compliance, gaining the financial clarity to make confident strategic decisions.”

Min said she felt welcomed from her first day at Rancho Murieta and was encouraged by the district’s commitment to strengthening its accounting practices. 

“From day one, the RMCS District team and board members have fostered an environment where I’ve felt genuinely accepted and valued,” she said. “The unwavering commitment to transforming the accounting function has been both inspiring and engaging. I’m eager to contribute and proud to be part of this transformative journey.”
